FTO Program Structure
PROGRAM LENGTH

Set by the LUC Team Leaders and approved by the Director of Quality and Compliance.

Currently six (6) weeks in length.

Early release from the program may be authorized by the Director of Quality and Compliance, upon recommendation of the LUC Team Leaders.

LUCIT’s will not be released from the FTO Program until all FTO paperwork and documentation has been completed properly and submitted to the Director of Quality and Compliance for review.

Program length for Living Unit Coordinators transferring from one section to another, will be dependent on specialization and additional skills required of them to perform in their new position.
LUCIT’S ASSIGNED WORK HOURS DURING OJT

LUCIT’s will be assigned five (5) eight-hour workdays per week during their initial OJT period. Typically, this will be either a 2pm–10pm, or a 4pm–12am shift. These hours may be adjusted as necessary to ensure that there are qualified FTOs available to train during these time frames. These time frames have been chosen to ensure the LUCIT is exposed to the busies times of day for an LUC. These five (5) working days will most likely not be a Monday through Friday schedule. This will also ensure that the LUCIT gets exposure to FTOs and other LUCs on both rotations.
STRUCTURE OF TRAINING PERIODS (observation, retention, reproduction)

Period 1 – Observation Period – The observation period is the beginning period for each phase. It is preferred that the observation period be used for the FTO to demonstrate how the job is done. During this period, the LUCIT will shadow and closely observe their FTO. Direct Observation Reports will reflect “Observation Only” under Reason for No Evaluation. During this observation period the LUCIT may be gradually eased into performing some tasks and details while being closely monitored by their FTO but should primarily watch closely and ask questions. Upon completion of the observation period the LUCIT will begin being evaluated and scored on their performance via the Direct Observation Report.

Period 2 – Retention Period - LUCIT and FTO are working side-by-side with the FTO gradually transitioning duties over to the LUCIT as they demonstrate competence in the performance of their duties and retention of the necessary knowledge to perform said duties.

Period 3 – Shadow Period – LUCIT functions as though they are on their own, demonstrating that they have retained the training they have received and can reproduce what they have been instructed – The FTO will remain with the LUCIT but ONLY as an observer. The FTO will only intervene when deemed necessary to protect the safety of staff and participants, or the security of the facility. At the completion of this period the FTO will complete either a phase release form or recommend remedial training for the LUCIT detailing the area of training concern to the LUC Team Leader.
STRUCTURE OF TRAINING PHASES
Weeks 1 and 2/Phase #1: Classroom Training
LUCIT will begin their employment with HCCC by going through a two-week classroom training period of on-boarding. This Phase consists of the necessary on-boarding procedures and initial trainings that must be completed before an LUCIT begins working on the floor.

All of Phase #1: Classroom Training Performance Checklist signed off by LUCIT and Instructors
Week 3/Phase #2: Control and Roving Post Duties
LUCIT will be working five, eight-hour days during this week. Typically, this will be scheduled from either 2pm-10pm or 4pm-12am. LUCIT will begin with their assigned FTO at the Control Duty Post and will not move on to the Rover section until they have met the expectations listed below for the Control Duty Post.
Performance Standards and Objectives that must be met for the Control Duty Post before moving on to Roving Post Duties:

LUCIT will be able to demonstrate their ability to answer and document location change phone calls, listen and respond to radio traffic appropriately, monitor cameras and open/secure doors, monitor intercoms and duress alarms

LUCIT will describe how to respond to an alert on the fire panel, where to locate the emergency checklist binder, where to locate the on-call buildings and grounds contact number and when it is appropriate to contact them, as well as how to monitor the emergency generator

Performance Standards and Objectives that must be met for the Rover Duty Post before moving on to Processing Post Duties:

LUCIT will be able to demonstrate their ability to retrieve new participants from the Hamilton County Jail, retrieve and distribute meal trays, properly dispose of trash and recycling in their respective receptacles, run the HCCC facility laundry, and organize participant cleaning details.

Week 4/Phase #3: Processing Post Duties
LUCIT will be working five, eight-hour days during this week. Typically, this will be scheduled from either 2pm-10pm or 4pm-12am. LUCIT will begin with their assigned FTO at the Processing Duty Post.
Performance Standards and Objectives that must be met before moving on to Living Unit Post Duties:

LUCIT will be able to demonstrate their ability to operate POSSE, conduct clothed body searches and operate the body scanner, receive payments, process in a new participant, conduct a key inventory, print and collect a urine screen, classes, releases, abscond reports, logging shift activities, roster, transfer of custody, headcount

LUCIT will pass the Abscond Scenario Training will a minimum score of 80% – this assessment measures their ability to navigate the computer systems utilized by all LUCs in the performance of their duties, their ability to write reports to the standards required by HCCC, as well as their critical thinking skills.

Week 5/Phase #4: Living Unit Post Duties
LUCIT will be working five, eight-hour days during this week. Typically, this will be scheduled from either 2pm-10pm or 4pm-12am. LUCIT will begin with their assigned FTO at the Processing Duty Post.
Performance Standards and Objectives that must be met before moving on to Medication Coordinator Post Duties:

LUCIT will be able to demonstrate their ability to enforce facility rules and guidelines, recreation sign up sheet, to-go medication sign-up, master spreadsheet, participant intake/release, MCU, progressive sanctioning, pro-social role modeling

LUCIT will pass the Facility Rules and Guidelines Assessment with a minimum score of 80% - this assessment measures their knowledge and comprehension of the Residential Handbook.

Phase #5: Medication Coordinator Post Duties
LUCIT will be assigned a Post by a Team Leader. The Team Leader will consider the shift the LUCIT will be assigned to once they complete OJT as well as any areas where they may require additional training. The LUCIT will be working their assigned post during this phase and on their own for all other aspects of their job responsibilities. The LUCIT will work closely with a Medication FTO anytime there is a medication duty to be completed, including but not limited to intake, to-go preparation and delivery, counting, .
Performance Standards and Objectives that must be met to complete the Medication Coordinator Post Duties section:

LUCIT will be able to demonstrate their ability to account for controlled medications, process in new and refill medications, distribute medications, to-go medication process, how to destroy medication, how to confiscate medication, and demonstrate the ability to pay close attention to detail regarding the medical paperwork.
